There’s no way to tell if it’s the 1st or 2nd. the “and” is the only word distinguishes both lines. JGL was both right and wrong by adding the “and” before the lyrics. Bon Jovi doesn’t say “and” before the first and second time through the chorus, but on the third time through the chorus he does. But based on the lyrics leading up to it, it was likely the first or second time through the chorus since there wasn’t the chord change or measure of 3/4 before the third time through the chorus.

It's like 3 or so minutes into the song when the and comes in
